Building Rules

Notice: All model, engine, or equipment changes or modifications not governed by the following Shangri-La II Rules must be submitted for consideration of approval, not less than 30 days prior to the date of intended usage in competition. Equipment will not be considered as having been approved by reason of having passed through inspection unobserved.

All SST Series Approved cars are eligible for competition in the Shangri-La II Sport Modified Division. Any questions related to SST Cars and the rules in this rule book should be addressed to Shangri-La II Track Management,



1.0 Approved Car Bodies
The Sport Modified Division is open to eligible 1980 through current year models of American-made steel bodied passenger car production sedans.

1.1 The following bodies are approved for competition:

  • Buick: Skyhawk
  • Chevrolet: Cavalier, Monte Carlo, Beretta
  • Chrysler: Eagle, Talon
  • Dodge: Avenger, Stealth, Daytona
  • Ford: Escort, Mustang , Probe
  • Oldsmobile: Firenza
  • Plymouth: Laser, Sundance
  • Pontiac: Sunbird, J-2000, Grand Prix

OTHER APPROVED MODELS - Other models may be selected when available providing they are the same in body configuration and meet the spirit and intent of competitive racing in the Sport Modified Division.

1.2 General Car Body Requirements

  1. Cars must be neat appearing.
  2. Aluminum may be used to construct the body, Steel must be used for the interior.
  3. All bodies must be installed on the frame in a manner acceptable to the Shangri-La II Speedway Tech Officials.
  4. Window openings must remain stock appearing and must maintain the original manufacturer’s window-opening configuration. Cars will not be allowed to compete with altered window openings.
  5. Bodies must be no wider than the standard width from the front of the door panel to the rear of the quarter panels when measured beneath the car at the rocker panels. A minimum distance of 43 inches and a maximum distance of 45 inches is permitted across the body at the bottom of the front windshield opening.
  6. Bodies must not extend below the frame at the side rails. Skirts or additional metal may not extend below the body.
  7. Streaming at the top of the windshield will not be permitted.
  8. Bodies must have standard appearing windshield opening and the windshield post must follow standard configuration.
  9. Cars will not be permitted to compete with excessive body damage. (Excessive body damage to be determined by Shangri-La Officials)
  10. Belly pans will not be permitted.
  11. A belly pan will be defined as any object or material that alters the flow of air under the car. Determination of whether any material or object is or is not a belly pan shall be in the discretion of the Shangri-la II Speedway Tech Officials.
  12. Bottom panel of the front nose panel may not extend rearward past the edge of the harmonic balancer.

1.2.1 Body Height

  1. Body height shall be determined by measuring (with driver) the overall height of the car from a distance of 6” (inches) behind the top of the windshield on the roof centerline.
  2. Minimum height will be 40” (inches). The rear of the roof at the highest point shall be no more than 3” inches higher than the actual front measurement.
  3. Body and all sheet metal must maintain a minimum of 2” (inches) ground clearance at all times.

1.2.2 Front Air Dam

  1. An approved air dam may be mounted to the front underside of the car. The optional metal or vinyl front air dam must be mounted perpendicular to the ground and no more than 3” (inches) behind the front edge of the nose panel.
  2. Front nose panel and air dam must not extend past the rear edge of the front bumper and must maintain 2” (inches) ground clearance.
  3. Nose panel and air dam must not extend past outside edge of front frame rails.
  4. Air dams must have a minimum ground clearance of 2” (inches).
  5. All support brackets must be mounted to rear of air dam.
  6. Horizontal or flat air deflectors must not extend past the outer edges of the front nose panel side walls.

1.2.3 Rear Spoiler

  1. All rear spoilers and spoiler mounting points must be approved by the Shangri-La II Speedway Tech Officials.
  2. A solid rear spoiler constructed of a minimum of 1/4” (inch) thick clear lexan or polycarbonate only and must be installed at the rear deck lid and must meet the following requirements:

• An approved spoiler must control the flow of air over one surface only.
• The maximum spoiler size permitted shall be 8” (inches) high by 48” (inches) wide.
• The rear spoiler must not be wider than the standard width of the rear quarter panels, measured across the top.
• The rear spoiler must be installed to the rear of the quarter panels where the rear panel meets the interior sheet metal.
• During race events the rear spoiler must not extend past the rear edge of rear bumper.
• Decals or logos will not be allowed on the rear spoiler.
• Maximum of two (2) 1” (inch) wide adjustable supports are permitted on the front of the spoiler.
• A maximum of three (3) supports may be attached to the rear of the spoiler.
• The supports, front or rear, may be attached to the spoiler using a piece of one (1) by one (1) inch aluminum angle 1” (inch) long.
• A maximum of 35” (inches) measured from the ground to the spoiler mounting point is permitted.

1.2.4 Hood & Roof

  1. All cars must be equipped with a hood manufactured from metal or fiberglass.
  2. The hood must be manufactured so that it will completely cover the engine compartment, from the left side to the right side; turn down a minimum of 4” (inches) on each side, and cover (if used) the engine side panels.
  3. No part of the hood at the side panels except for the "A" post, shock and master cylinder covers may be higher than the lowest part of the hood. Only openings for the air cleaner and the distributor will be permitted.
  4. No portion of the hood may be higher than the bottom of the air cleaner.
  5. Hoods must be fastened with positive pin fasteners evenly spaced across the front.
  6. All hoods must be approved by the Shangri-La II Speedway Tech Officials.
  7. Roof must be stock for make and model of body used. Roof must be steel. No fiberglass or Aluminum.
  8. Roof support posts must maintain the same angles as a stock production car.
  9. The front post ("A" post) must be mounted to the top front of the door panel.
  10. The rear post must be anchored to the rear quarter panels.
  11. All roof panels must be installed in a manner that is acceptable to the Shangri-La II Speedway Tech Officials.
  12. The front of the roof must be secured in three (3) places: one (1) in the center and one (1) on each side.
  13. The rear roof quarter window panel including the door "B" post must be approved by the Shangri-La II Speedway Tech Officials.
  14. The front edge of the "B" post must be located a maximum of 24” (inches) from the centerline of the rear axle housing forward.
  15. Rear deck lid and interior panels recommended to be constructed of magnetic steel.

1.2.5 Windshield

  1. A single one (1) piece flat or radiused type polycarbonate/lexan windshield may be used on the driver’s side.
  2. The windshield must be mounted flush with the cowl or dash panel and extend up to the top of the windshield opening in front of the driver.
  3. A complete steel windshield screen with maximum openings of 1” (inch) by 2” (inches) must be installed in the right side of the windshield opening. The windshield screen must cover the right side windshield opening from the center windshield bar to the right side roll bar and from the front hoop bar, at the top, down to the cowl or dash panel.
  4. Regardless of the type of windshield being used, it cannot be wider than the center of the windshield opening.
  5. Decals will not be permitted on the windshield.

1.2.6 Bumpers & Side Rails General Requirements

  1. The bumpers and side rails must be rear of the car will be 57” (inches) and the maximum width permitted will be 66” (inches).
  2. Each end of the rear bumper (from the mounting side) must be cut on an angle and capped with a minimum of 0.125” (inch) aluminum.
  3. Any alterations from this design must be approved by the Shangri-La II Speedway Tech Officials.
  4. Bumper must be smooth and capped, all bumper caps must be welded and sharp edges must be filed.
  5. The minimum size permitted will be 2 3/4" (inches) by 4” (inches) by 3/16” (inch) thick.
  6. Center of front and rear bumper must be at the center of tire height – 14” (inches).
  7. A maximum distance of 46” (inches) measured at the center of the rear edge of the bumper is permitted.
  8. Weight reducing holes will not be permitted in the bumper.
  9. Any inappropriate bumper will be disallowed.
  10. Front and rear bumper must be securely attached in order to compete.
  11. All cars must be equipped with rear comer rails and side rails.
  12. All rails must be constructed using minimum 0.083” (inch) wall magnetic steel seamless tubing with an outside diameter of a minimum 1 1/4" (inches) and a maximum of 1 3/4" (inches).
  13. Nerf bars must conform to the same as asphalt modified. Bumpers and nerf bars must be built on 14” (inch) centerlines.

1.2.7 Right Side Bar/Rail

  1. Right side bars shall be constructed by using two (2) pieces of magnetic steel seamless tubing.
  2. The bottom bar shall attach to the rear of the frame rail and extend upward and outward even with the outside of the tires, or up to a maximum of 1/2" (inch) outside of the tires.
  3. The bottom side bar shall extend forward parallel with the frame rail and angle in to the front sub frame rail with minimal tire clearance.
  4. The bottom bar shall be mounted centerline with the rear axle and front spindle.
  5. The top side bar shall be attached centerline with the rear hoop cross bar extending outward and forward to the forward most point of the bottom bar. The top bar shall turn down, be centered on and attach to the bottom bar. The top bar shall have an additional support bar attached to the front roll cage leg bar centered on the dash cross bar. An additional support bar must be added in the center.
  6. The bar must be attached to the frame rail and side bar. Two (2) additional vertical support bars should be added, one (1) at the rear and one (1) in the center of the side rail bar.
  7. The distance measured at the front, center to center, of the top and bottom bars at the turn down area shall be a minimum of 6” (inches).
  8. The distance measured at the rear center to center shall be a maximum of 9” (inches) and minimum 6” (inches).
  9. Cars will not be permitted in competition without right side rails.

1.2.8 Left Side Bar/Rail

  1. Left side rail bars shall be constructed using the same guidelines described above for the right side rail bars except that the rear support bar may be a radiused bar that attaches to the rear hoop bar centered on the cross bar and extending down and attached to the frame rail.
  2. Left side rail bars must be mounted by centering the two parallel side rail bars with the center of the rear axle and the front spindle or left side bars may be raised a maximum of 2” (inches) from center.
  3. Cars will not be permitted in competition without left side rails.

1.2.9 Rear Corner Rails

  1. Rear corner rails must be constructed using two (2) pieces of magnetic steel seamless tubing a minimum of 1 1/4" (inches) and a maximum of 1 3/4" (inches) in diameter.
  2. Both pieces of tubing shall be identically formed and welded to a steel bumper bracket at the rear.
  3. The tubing shall angle out and upward even with the outside of the tires, or up to a maximum of 1/2" (inch) outside of the tires and maintain a 6” (inch) dimension measured center to center.
  4. The corner bumpers shall then turn in with a minimal tire clearance to the rear quarter panels.
  5. Additional support bars must be installed behind the body panels to the rear frame rails and/or roll cage.
  6. Cars will not be permitted in competition without rear comer rails


2.0 Floor & Fire Walls

  1. A front and rear firewall of a not less than 22 gauge magnetic steel must separate driver from the engine compartment and fuel cell.
  2. The front firewall must be positioned below the leading edge of the windshield.
  3. The fire walls must be sealed and welded in place.
  4. The floor area directly beneath the seat forward to the front engine firewall must be made using a minimum of 1/8” (inch) steel. The remainder of the floor area to the right and rear of the seat must be made from minimum of 22 gauge steel. All floor area panels must be welded together.

2.1 Interior Sheet Metal

  1. The driver's compartment may be enclosed with additional sheet metal. All interior sheet metal must be a minimum of 22 gauge steel. Interior sheet metal cannot be higher than or enclose a standard window opening.
  2. Sheet metal in driver's compartment must be horizontal from the top of the drive shaft tunnel to the right side door bars or angle from top of drive shaft tunnel upwards to top of right side door bars. Angled or horizontal metal must extend from the rear firewall or back of seat a minimum of 26” (inches) forward.
  3. The interior sheet metal behind the rear hoop may be roll formed upward to the top of the rear hoop cross bar. The sheet metal must extend rearward and at the center of the rear axle housing, the sheet metal may angle upward and seal to the bottom of the rear window opening.
  4. Interior spoilers, wings, or wind deflectors will not be permitted. Double panels will not be permitted. All interior sheet metal subject to Shangri-La II Speedway Tech Officials approval.


3.0 Car Weights

  1. All car weights listed are race ready with driver in sitting position with helmet in lap and hands on the steering wheel, full of fuel, oil and water before race.
  2. Maximum left side weight percentage for ALL cars will be 56% before, during and after event with NO Allowances
  3. For cars with a maximum compression ratio of 11.0:1 the total weight will be 2600 lbs. minimum. of any form.
  4. 2008/2009 Sport Modified cars with a compression ratio of 9.6 to 1 or less will receive a weight break of 50 lbs for a total weight of 2550 lbs. minimum.
  5. All weights will be taken using the Shangri-La II Speedway Scales. These scales will be the only Official method for determining weight.


4.0 Engine Requirements
Only "small block" cast iron V8 engines with a minimum of 350 cubic inch displacement will be allowed for competition. No aluminum engine blocks allowed.

Note: The track reserves the right to inspect any engine for adherence to these rules at anytime, engines may be whistled and P&G tested at random.

4.1 Engine Displacement

  1. To clarify the identification of a "small block" engine, listed below are the basic engines designated and approved as "small block" engines. Any engine NOT listed will be designated as a large block engine and will NOT be permitted, regardless of the engine size.
    • General Motors: 350 c.i. (cubic inch) displacement. (No Bowtie Blocks)
    • Ford Motor Company: 351 c.i. (cubic inch) displacement.
    • Chrysler Corporation: 360 c.i. (cubic inch) displacement.
    • American Motors: 360 c.i. (cubic inch) displacement.
  2. Standard production block with stock external and internal measurements only.
  3. Engine displacement may be increased by boring. Formula for determining cubic inch displacement: Bore x Bore x .7854 x Stroke equals cubic inch displacement of each cylinder. The cubic inch displacement of each cylinder added together will determine the total cubic inch displacement of the engine.
  4. Maximum bore size of 4.00 to 4.060 only (+.005 tolerance) permitted.

4.2 Cylinder Heads

  1. Any 23 degree un-ported cast iron head from the following:
    • World Casting - #011150 – Angle Plug

  2. No GM Vortec cylinder heads of any type.
  3. No aluminum heads.
  4. Maximum intake runner volume of 200 cc’s. No porting to reach maximum runner volume.
  5. Manufacturers spec and intake runner CC size will apply on all heads listed. NO TOLERANCE.
  6. Heads must retain stock internal and external measurements, no porting, polishing, sand blasting, glass beading, hand grinding, painting or adding material to head will be permitted.
  7. External painting of head to match engine is permitted.
  8. No acid porting, dipping or etching of any kind, violation of this rule will in disqualification and loss of all winnings for that event. The team will also be stripped of all season points and may be banned from competition at the discretion of Shangri-La II Speedway Management.
  9. The maximum compression limit allowed shall be 11.0 to 1 on any cylinder.
  10. When calculating the compression ratio, an allowance of one (1) cubic centimeter will be added to the volume for the area around the top of the piston down to the top of the piston ring that will be sealed with grease. * The procedure for checking compression is as follows: Bore x Bore X .7854 x Stroke equals the Cylinder Volume of each cylinder at Bottom Dead Center (bdc) in cubic centimeters. The cylinder head pour volume minus(-) the known volume of the cylinder head plate plus (+) head gasket volume plus (+) 1.00 cc for sealing piston ring plus (+) the cylinder block volume minus(-) the known volume of the block plate equals(=) chamber volume. (Compression ratio = Cylinder Volume plus (+) Chamber Volume)
  11. Heat risers may be filled.
  12. No combustion chamber modifications are permitted
  13. No repositioning head on block. Stock location only.
  14. Any attempt to alter, change, or eliminate part numbers will result in that part’s ineligibility.

4.3 Valves & Springs

  1. Valves must be identical in appearance and construction to OEM valves.
  2. Valve springs of any type may be used, springs must be made of magnetic steel.
  3. Minimum valve stem diameter is 11/32” (inch). Valve stem diameter may be undercut to a minimum diameter of 15/16” (inch) in the area of the valve stem from the head of the valve to the bottom of the guide.
  4. Valves must be made of solid stainless steel only.
  5. Titanium valve spring retainers and keepers are permitted.
  6. Multiple angle valve job must maintain valve centerline and guide angle in OEM stock location in relationship to the head.
  7. No combustion chamber modifications are permitted
  8. Machine cut 1/2" (inch) under valve seat to complete valve job allowed, no polishing or blending.
  9. No air directional devices.

4.4 Maximum Valve size Specifications:

All valve sizes are to be measured at the face of the valve.
General Motors: 2.020” (inches) Intake, 1.600” (inches) Exhaust
Ford Windsor: 1.844” (inches) Intake, 1.546” (inches) Exhaust
Ford Cleveland: 2.046” (inches) Intake, 1.546” (inches) Exhaust
Ford #M-6049-N351: 2.020” (inches) Intake, 1.600” (inches) Exhaust
Chrysler: 2.020” (inches) Intake, 1.625” (inches) Exhaust

4.5 Push Rods

  1. Push rods must be magnetic steel only.

4.6 Rocker Arms

  1. Any type stud mounted Roller Rocker arms are allowed. No shaft rockers allowed.

4.7 Stud Girdles

  1. Stud Girdles are allowed.

4.8 Pistons, Rods, Cams, Crankshaft

  1. Steel connecting rods required, no titanium, aluminum or stainless steel connecting rods allowed.
  2. The following connecting rods will be the only ones allowed:
    Chevrolet: Aftermarket 5.700” Forged or Billet - Minimum Weight 575 Total Grams. Aftermarket 6.000” Forged or Billet - Minimum Weight 600 Total Grams.
    Ford: Maximum Ford Rod Length is 6.000”.
    Chrysler: Maximum Chrysler Rod Length is 6.125”.
  3. Machining for bushing or full floating is allowed.
  4. No de-burring, de-flashing, polishing abrasive cleaning or lightening.
  5. No titanium, aluminum, max-light aerospace alloy rods allowed.
  6. Any flat top or dished piston permitted. Valve relief may be cut into piston. Pistons may not exceed engine compression rule.
  7. Any steel wrist pin may be used.
  8. No dome or pop-up pistons are allowed.
  9. All pistons must utilize the mandatory three (3) rings only.
  10. No part of the piston may protrude above the deck of the block.
  11. Any flat tappet camshaft permitted. Roller cams are strictly prohibited.
  12. No mushroom or roller type lifters permitted.
  13. Lifters must be stock diameter.
  14. No roller camshaft bearings.

4.9 Crankshaft

  1. Only stock production type crankshaft can be used. Standard steel or cast iron. Aftermarket crankshafts must be identical to stock OEM in appearance, construction, weight and journal size.
  2. Counterweights must be the same shape and size of stock OEM crankshaft.
  3. Minimum crankshaft weight 48 lbs.
  4. Chevrolet must use large journal size crankshaft. Stroke 3.480 only (+ or - .005).
  5. Counterweights must remain stock. No undercutting. No knife edging, tapering or altering in any way, except for normal balancing, by drilling, turning, or adding weight.
  6. Rod journals stock diameter with tolerance of .020, light deburring permitted, however forging or casting flashings must remain.
  7. Engine crankshaft center height must be a minimum of 9 1/2" (inches) measured from the centerline of the crankshaft/harmonic balancer to the ground.

4.10 Timing Chain

  1. Any timing chain and gears may be used. Degree bushing and offset crank gear keys may be used.
  2. Gear drives may be used.

4.11 Vibration Damper

  1. Stock-type steel or cast iron. Dampers may not to be machined or altered in any way.
  2. Harmonic balancer minimum diameter 6.25 inches. Fluid dampener is legal.

4.12 Oiling System

  1. Oil system must be Wet Sump type, Dry sump oil systems are not permitted.
  2. Internal oil pumps driven from the distributor are required.
  3. Magnetic steel oil pans only.
  4. An inspection hole is required on the left side of the oil pan.
  5. The inspection hole must be a minimum of 1 1/4" (inch) I.D. It must be 9 1/2" (inches) from the rear block face to the centerline of the inspection hole or 4 1/2" (inches) from the front block face to the centerline of the inspection hole and 1 1/4" (inches) from oil pan rail.
  6. There may not be any obstruction of view from the inspection hole to view crank and rods.

4.13 Intake Manifolds

        1. The following manifolds are approved for use:
          Chevrolet: Edelbrock Performer (Part # 2101)
          Ford: Part # M-9424-C358
          Ford: Edelbrock Performer (Part # 2181)
          Ford: Edelbrock (Part # 2750)
          Chrysler: Edelbrock Performer (Part # 2176)
  1. The manifold must remain as produced by the original manufacturer and must be stamped with the part number. The manifold may not be modified, painted, polished, or coated inside or outside with the exception of external paint.
  2. No acid porting or etching of any kind, violation of this rule will result in disqualification and loss of all winnings for that event. The team will also be stripped of all season points and may be banned from competition at the discretion of Shangri-La II Speedway Management.
  3. No air gap intakes are allowed.

4.14 Carburetors

  1. Carburetor is limited to one (1) unaltered stock 4412 Holley 500 cfm two (2) barrel, Must pass gauge inspection. HP Carburetor is allowed.
    Venturi Bore:1.373” – 1.377”
    Booster Outside Diameter:.620” (+ or -) .10”
    Booster Inside Diameter:.390” (+ or -) .003”
    Throttle Bore:1.6855” – 1.6856”
    Combined Throttle Shaft and Plate:.1868” - .2008”

  2. Choke may be removed and all holes must be permanently sealed. Choke horn may not be removed or altered.
  3. Boosters may not be altered in any manner including size, shape or height.
  4. Venturi area must not be altered in any manner.
  5. Stock butterflies must not be thinned or tapered. Idle holes may be drilled in butterflies. Screw ends may be cut even with shafts, but screw heads must remain standard.
  6. Throttle shafts must remain standard and must not be cut or thinned in any manner. Any attempt to pull outside air other than through the venture is not permitted.
  7. No alterations will be allowed including but not limited to polishing, grinding, or drilling holes in the body of the carburetor.
  8. Metering block must maintain stock configuration. After market metering blocks are not allowed. Resizing of bleeds are permitted.
  9. Carburetor must be mounted in stock configuration.
  10. Carburetor must pass all Shangri-La II Speedway gauge checks to be eligible for competition.

4.15 Carburetor Throttle Linkage

  1. All linkage must be mechanical type. No cable type. Two springs MANDATORY.
  2. A toe strap is MANDATORY.

4.16 Carburetor Spacer and Gaskets

  1. No alterations allowed to carburetor spacer.
  2. Only a 1 piece carburetor spacer, maximum 1” (inch) in thickness may be installed between the intake manifold and the carburetor. No spacer allowed if 1.0” (inch) is built into intake.
  3. The top (carb side) and the bottom (manifold side) must be parallel, No wedge shape allowed. Port Holes must be vertical top to bottom (90 Degrees). No beveling, tapering, grooving, flaring, or radiusing of port holes. Spacer may not be stepped or undercut.
  4. Port Holes must be a maximum of 1 3/4" (inches) and the same size and shape at the top and bottom and must pass through the entire spacer adapter with no additional holes or channels that will allow air to enter the engine.
  5. Only 2 paper gaskets (1 per side) with a maximum thickness of 0.075” (inch) will be permitted. Gaskets may be altered to match carburetor base openings.

4.17 Carburetor Jets

  1. Carburetor jets must be the same type as supplied by the carburetor manufacturer.

4.18 Carburetor Air Filter

  1. All air must be filtered through the air cleaner element.
  2. Top of the air cleaner must be solid with no holes, tongues or funneling of any type.
  3. Top and bottom of the air cleaner must be of the same diameter.
  4. No air induction, ducts, baffles, tubes or funnels which may control the air leading to air filters, into the filter or filter top.
  5. The filter base must have a minimum round opening of 5” (inches).
  6. It will be permissible to shield the front area of the air cleaner up to a maximum of one-half of the air cleaner circumference and no wider than the height of the element.
  7. A 1” (inch) maximum height spacer may be used between the carburetor and the air cleaner.
  8. K&N Plastic air filter housing top and bottoms are allowed. No tongues or air funneling on top of air filter.
  9. Air cleaners can not be removed during practice or competition.


5.0 Distributor

  1. Battery operated ignitions only.
  2. Stock type point distributor or electronic ignition allowed.
  3. Stock firing order for engine must be used.
  4. No ignition boxes or multi-spark systems.
  5. Aftermarket coils must fit in stock location.
  6. May use aftermarket H.E.I. stock replacement type distributor. MSD H.E.I. # 8365 permitted.

5.1 Spark Plugs

  1. Any make or brand of spark plugs may be used.

5.2 Alternator

  1. The alternator system when used must be working within specifications.

5.3 Starter

  1. The self starter must be in working order. Gear reduction starters are acceptable. All cars must be capable of starting under their own power.

5.4 Battery

  1. Only one 12-volt battery.
  2. Battery must be located between the frame rails.
  3. Battery must be securely anchored and mounted inside a spill proof container located under hood or floor of the car. If located under the floor, the battery must be completely encased. If located under the hood, the battery must have suitable cover.
  4. No battery may be forward of the radiator or rear of the rear end housing of the car.

5.5 Electrical Switch Locations

  1. All electrical switches must be located on the dash panel within the driver’s reach.

5.6 Accessories

  1. Cars will not be permitted to carry on board computers, micro-controllers, processors, recording devices, electronic memory chips or digital readout gauges during competition. Radios must be of two-way voice communication type only, independent of the car’s electrical system.

Fuel System

6.0 Fuel Cell

  1. The maximum fuel cell capacity, including the filler spout and overflow, shall not exceed 24 (U.S.) gallons.
  2. Must be enclosed in a 22 gauge metal canister and installed in a safe manner.
  3. Fuel cell container size shall be 25” (inches) by 16 3/4" (inches) by 13 5/8” (inches) inside dimensions.
  4. The Interior sheet metal must allow access to top of fuel cell for inspection.
  5. The nominal fuel cell dimensions are 24 1/4" (inches) by 16 3/8” (inches) by 13 1/4” (inches).
  6. Materials other than standard foam, from an approved fuel cell manufacturer, are not permitted.
  7. The maximum filler spout size is 4” (inches) by 8” (inches) by 18” (inches).
  8. Pressure systems will not be permitted. Any concealed pressure type containers, feed lines or actuating mechanism will not be permitted, even if inoperable.
  9. Must have flapper/ball valve assembly in cell to prevent spillage when upset. The fuel cell check valve vent pipe neck inside diameter shall not exceed one 1” (inch) maximum.
  10. A single, one 1” (inch) maximum vent is required to outside of body at left rear corner. A fuel vent flap valve must be used. Must have a check valve in vent tube to prevent spillage.
  11. The fuel cell vent flexible hose shall have a maximum inside diameter of 1 1/4" (inches) and a maximum length of 60” (inches) when measured from the outside end of the fuel cell check vale vent pipe to the top of the fuel cell fill plate. A screen cap with a maximum diameter of 1 1/4" (inches) may be placed over the vent.
  12. Fuel cell and fuel cell container must be installed as far forward as possible in trunk compartment behind the rear axle.
  13. Fuel cell must have a minimum ground clearance height of 6” (inches) from the track.

6.1 Fuel Pumps

  1. Mechanical fuel pumps only, no electric fuel pumps or piston pumps are allowed.

6.2 Fuel Lines

  1. Either (or both) right or left side pickup in fuel cell may be used as approved by Shangri-La II Speedway Tech Officials.
  2. ONLY one (1) fuel line permitted from fuel cell to fuel pump.
  3. All fuel lines are subject to Shangri-La II Speedway Tech Officials approval.
  4. The fuel lines from the fuel cell to the carburetor may be relocated to prevent vapor lock, but must remain under floor of car unless otherwise approved.
  5. When the fuel line runs through the right side of the driver’s compartment, it must be enclosed in a 1” (inch) outside diameter magnetic steel tube.
  6. Track approved check valve mounted at the line outlet on the fuel cell is recommended.
  7. Additional lines or extra length may not be used on the fuel system, Extra fuel lines or fuel cells, concealed or otherwise are prohibited.

Cooling System

7.0 Radiator

  1. Must have radiator contained under the hood of the car in front of engine.
  2. Radiator overflow pipe may be relocated and a minimum one (1) gallon overflow can is required.
  3. Radiator dust screens are permitted.
  4. Radiator must be copper, brass or aluminum.
  5. Radiator installation must be acceptable to Shangri-La II Speedway Tech Officials.

7.1 Fan Shroud & Ducts

  1. When ducting air from the nose housing to the radiator, air directional shields are permitted within the duct.

7.2 Cooling & Liquids

  1. Absolutely no anti-freeze liquid allowed, water only.
  2. Products such as Liquid Cool and Water Wetter are allowed.
  3. Icing, Freon type chemicals or refrigerants may not be used in or near the engine compartment.
  4. Portable cooling machines or devices will not be permitted.

7.3 Water Pump

  1. Only OEM type steel or aluminum mechanical water pump in stock location, turning in the same direction as the crankshaft rotation are permitted.
  2. Water pump impellers may be altered but coolant flow must be in the same direction as the production engine.

Drive Train and Running Gear

8.0 Drive Train

  1. No carbon fiber or titanium products allowed without Speedway approval.

8.1 Engine Location & Mounting

  1. Engine must be centered in frame as measured from center to center of lower ball joints within 2” (inches).
  2. Engine crankshaft center height must be a minimum of 9 1/2" measured from the centerline of the crankshaft/harmonic balancer to the ground.
  3. Engine must be mounted to maintain a minimum clearance of 2” (inches) from the bottom of the oil pan to the ground.
  4. Engine must be mounted in a normal upright position, whereby the cylinder vertical centerline of a 90degree engine shall be a 45-degree angle to a vertical line projected from the ground plane.
  5. Engines must be securely bolted. Engine mounts must be reinforced and must be acceptable to Shangri-La II Speedway Tech Officials.

8.2 Clutches

  1. External Multi-disc clutch designed for racing, minimum of a 7.25” (inch) clutch using one (1), two (2) or three (3) disc design allowed.
  2. Clutch must be disc/pressure plate design clutch assembly. No coupler type/Dog clutch or direct drives.
  3. Limited to magnetic steel discs, Steel or Aluminum pressure plates.
  4. The clutch housing assembly or cover shall be made from aluminum or steel only.
  5. Any single disc OEM production type clutch assembly, with a minimum 10 1/2 inch diameter steel hub disc may be used.
  6. Carbon fiber, Titanium and Ceramic clutch parts of any kind are not allowed this includes Carbon Fiber clutch discs.

8.3 Flywheel

  1. Must have flywheel with starter ring. No carbon fiber or titanium drive train parts or fasteners permitted. Flywheel must be bolted to and turn positive with the crankshaft.

8.4 Bell Housing

  1. Any aluminum, magnesium or steel bell housing allowed. Bell housings utilizing reverse mount starters are allowed.
  2. Bell housing must contain a 2.5” (inch) inspection hole on side or bottom.

8.5 Transmission

  1. Only standard production OEM type Muncie or T-10 manual three (3) or four (4) speed transmissions are permitted.
  2. First gear may be removed and replaced with a spacer.
  3. Automatic transmissions are allowed.
  4. Only aluminum, or steel transmission housings are permitted.
  5. Only OEM type gears are permitted.
  6. All transmissions must have a constant engagement of the input shaft with gear and countershaft with cluster and reverse gears.
  7. Any transmission gear higher than 1.18 to 1 or method of obtaining a ratio of higher than 1.18 to 1 will not be permitted.
  8. The only high gear transmission ratio allowed will be 1 to 1.
  9. A forward gear and reverse gear MUST be in working order.
  10. Only manual shift linkage is permitted on the transmission.
  11. Fire resistant type shifter boots are required.
  12. The Jerico transmission will not be permitted.
  13. All transmissions must be approved by Shangri-La II Tech Officials.

8.6 Drive Shaft

  1. Drive shaft, universal joints and yokes must be magnetic steel drive shaft and be similar in design to standard production type.
  2. Only a one (1) piece magnetic steel drive shaft will be permitted.
  3. It is MANDATORY that two (2) 360 degree solid magnetic steel brackets, no less than 2” (inches) wide by 1/4" (inch) thick, be placed around the drive shaft and torque arm and be fastened to the cross member of the car.
  4. All drive shafts must be painted white or orange.

8.7 Rear Axle

  1. Aftermarket racing steel spool, steel mini spool. Axle shafts and gears are permitted.
  2. Clip in axles MUST be welded in place.
  3. Aluminum or magnesium quick change and non-quick change center sections equipped with aluminum or magnesium side bells are permitted.
  4. If quick change rear ends are used, only those with magnetic steel spur gears, jackshafts and axle tubes will be permitted.
  5. Quick change rear ends must have the gears in the rear of the quick change front loaders are not permitted.
  6. Ring and pinions in Quick changes must not be smaller than 10 inch. No mini quick changes.
  7. ONLY locked rear drive axle assemblies are permitted at all times during an Event. Limited slip differentials are not permitted.
  8. For purposes of checking a pre-determined final drive gear ratio, when jacked up both rear wheels must rotate in the same direction with each traveling the same rotational distance.
  9. The distance, measured from the center of the rear end housing to the rear hubs, left and right, at the point the wheels bolt on, must be within 3” (inches) in length.
  10. Only magnetic steel axle tubes permitted.
  11. The rear end must be mounted so that the inside edge of the left rear tire is even with or outside the outermost edge of the left side frame rail.
  12. If axle housing support bars are used, they must not have any method of adjustment.
  13. Final gear ratio : nothing over a 500

8.8 Track Bar

  1. Only one (1) Track bar (Pan-Hard or J-Bar) is allowed. Adjusting devices will not be permitted on the interior of the car within the drivers reach.
  2. Any car with an adjustable track bar (Pan-Hard or J-Bar) device inside the interior of the car must have the extension device in a vertical position and mounted as straight up as practical.

8.9 Wheels

  1. Only 15” (inch) diameter 5 lug magnetic steel wheels with a maximum width of 13” (inches) are permitted. 12” (inch) maximum is recommended by most tire manufacturers.
  2. Any offset is permitted.
  3. Wide five bolt pattern is optional.
  4. Bead locks are not permitted.
  5. Wheel Spacers, if used, must be made of steel or aluminum and a minimum 6.75” (6 3/4 inches) in diameter. Shims are not permitted when mounting wheel studs to hubs.
  6. Bleeder valves or pop-off type valves are not permitted.

8.10 Lug Bolts & Nuts

  1. Solid heavy duty 1/2" to 5/8” (inch) magnetic steel lug bolts and standard 1” (inch) hex by 1/2" to 5/8” (inch) thick magnetic steel lug nuts.
  2. Lug stud threads must go through the full thickness of the wheel nut on all four (4) wheels.

8.11 Headers, Mufflers and Exhaust

  1. Shangri-La II Speedway Officials reserve the right to reject improperly mounted exhaust systems
  2. Exhaust headers must be a commercially manufactured header using a steel primary tube size of 1 5/8” (inch) minimum and a maximum of 1 3/4" (inch) outside diameter. 1 5/8" to 1 3/4" (inch) step header permitted.
  3. Must be a conventional four into one collector with a maximum size of 3 1/2" (inch) OD.
  4. Header flange will be 3/8” (inch). No header plates between heads and headers.
  5. No adjustable headers. No inserts allowed in any part of the header or collectors. No 180 degree headers. No stainless headers. No merge. No pyramid. No Try-y or similar style collector permitted.
  6. Heat shields to cover exhaust manifolds cannot exceed 6” (inches) wide or length of the valve cover.
  7. No exhaust pipes allowed in driver's compartment.
  8. No thermal wrap permitted on headers.
  9. No crossover pipes permitted.
  10. All exhaust pipes must be a single round steel 3 1/2" (inch) pipe, with muffler.
  11. All cars must have a working muffler and in "as produced condition" and meet sound level specifications.
  12. No modifications of any type allowed on muffler.
  13. Mufflers must be removable for inspection.
  14. Cars not adhering to this rule or excessively loud cars may not be allowed to compete.
  15. Maximum allowable noise decibel to be 95db (decibels) check from center of track.
  16. Muffler falling off car may result in immediate disqualification.



Chassis Construction

9.0 Wheelbase, Tread Width, Frame Height

  1. Minimum wheelbase is 107" (inches) on either side. The left side wheelbase must be +/- 1" (inch) of right side. Maximum wheelbase is 108" (inches).
  2. Maximum tread width front and rear is 84" (inches) measurements will be taken from outside of tires at spindle height, tolerance of 1” (inch) max is allowed.
  3. Absolute minimum height of frame and cross members is 2" (inches) from ground before, during, & after each race event with fully suited driver in the car in the normal sitting position. There is Zero (0) tolerance on frame height. Rear spoiler height maximum must be maintained before, during, & after each race event.
  4. All frame components must be made of steel and welded. Holes drilled in frames, frame supports, and cross members with the intent of making the metal lighter are not permitted.
  5. Aluminum or light alloy frames will not be permitted.

9.1 Center Section Components

  1. The distance from the centerline of the driveline to the left side frame rail, measured anywhere along the frame, must be within 6” (inches) (8” (inches) on 1989 and newer models with the frame rail and roll cage extension) of the distance from the centerline of the centerline of the drive train to the right frame rail. A minimum width of 34” (inches) and a maximum 46” (inches), measured from center of left frame rail to center of right frame rail, must be maintained in the drivers compartment.
  2. The main roll cage bar and the front roll bar legs must be connected with four (4) horizontal door bars on both left and right sides.
  3. The top door bar on each side must have a vertical vent window bar welded upward and connecting to the front roll bar legs. An optional vertical bar may extend from the roof hoop bar radiused outward and turn down to the top horizontal door bar on driver’s side. This minimum 1 1/2” (inch) steel seamless tubing should be located in line with the driver.
  4. The door bars must be convex in shape and spaced from top to bottom as equal as space permits. The door bars must be the same length and have an equal amount of convex in both the right and left sides. The door must have six (6) vertical studs per side of 1 3/4" (inches) by 0.083” (inches) minimum seamless round magnetic steel tubing equally spaced. Two (2) angular gussets must be attached from next to the bottom door bar to the frame rail.
  5. Right side door bars must cover a minimum of 25” (inches) of door length and may be either four (4) horizontal bars with six (6) vertical studs or two (2) horizontal bars and two (2) bars configured in an X design. If the X design is used, a vertical bar must connect through the center of the X from the top horizontal bar to the frame.
  6. A roof support bar must also extend from the right front corner of the roof bar down to the transmission cross member.
  7. All joints where bars meet the main frame and meet the door bars, the roof bar and the rear support bars, MUST have gusset plates for reinforcement.
  8. Side frame rails and rear kick up must be constructed with steel box tubing meeting the ASTMA-500 specifications, and be a minimum of 2” (inches) wide and 3” (inches) high with a minimum .090” (inch) wall thickness.

9.2 Front Sections

  1. The front sub-frame assembly must be constructed using a minimum 0.083” (inches) thickness meeting the ASTMA-500 specifications, 2” (inches) wide and 3” (inches) in height steel tubing.
  2. A minimum of 27” (inches), and a maximum of 32” (inches), measured from center of left frame rail to center of right frame rail, must be maintained from the mounting point of upper control arms forward.
  3. All front sub-frame assemblies must maintain a minimum of 30 degree angle from side frame rails up to the top of the sub-frame.
  4. All sub-frame assembly support bracing shall be a minimum 0.090” (inches) by 1 3/4" (inches) round magnetic steel seamless tubing.
  5. Frame support bars, left and right, must extend from the roll cage to the sub-frame and must have a downward radius bent into the bars before they are welded to the sub-frame.
  6. The left and right support bars must not have any additional braces added between the front leg bars and where they attach to the front sub-frame assembly.
  7. A flex support tube may be added to the front support bar at the radius and extend forward and be attached to a cross member.

9.3 Rear Sections

  1. A minimum width of 31” (inches) and a maximum of 46” (inches), measured from center of left frame rail to center of right frame rail, must be maintained on the rear kick up, with exception for suspension and tire clearance.
  2. All rear kick ups must maintain a minimum of 18 degrees from side frame rails to top of kick up.
  3. A fuel cell reinforcement bar is required and must be installed behind the fuel cell and must be made from minimum of 1 1/2" (inch) seamless tubing with three (3) vertical supports of 1 3/4" (inch) by 0.083” (inch) wall seamless round magnetic steel tubing connecting it to the rear frame cross member.
  4. This reinforcement bar must be as wide as the fuel cell and as low to the ground as the fuel cell with a minimum of two (2) uprights from the reinforcement bar to the rear frame cross member, evenly spaced behind the fuel cell. An X cross member made of one 1” (inch) magnetic steel tubing must be installed beneath the fuel cell from corner to corner. The X cross member must be welded or bolted to the rear frame rails in a secure manner. Two (2) additional support bars, one (1) at each corner of the protective bar, must extend forward and be welded to the rear frame assembly.

9.4 Steering Components

  1. Rack and pinion steering is allowed.
  2. All cars must be equipped with a magnetic steel steering shaft.
  3. Tie rods, drag links and component parts must be heavy duty.
  4. Interchangeable pitman arms may be used. Pitman arms may not be drilled for weight reduction.
  5. The use of universal joints in steering shaft must be approved by the Shangri-La II Speedway Tech Officials.
  6. The power steering pump must be mounted and driven off the front of the engine.

9.5 Brakes

  1. Hydraulically activated, four wheel disc brakes are mandatory, brakes must be in a good operating condition on all four wheels at all times.
  2. Any aftermarket caliper may be used.
  3. Only one (1) brake caliper per wheel using only two (2) brake pads per caliper will be permitted.
  4. Inboard brakes are not allowed.
  5. Electric wheel speed sensors or brake actuators will not be permitted.
  6. Power assisted braking systems will not be permitted.
  7. Only a single brake bias system which connects to the balance bar of the brake pedal assembly will be permitted.
  8. Inline brake proportioning systems will not be permitted.
  9. Master cylinders and reservoirs should be mounted on the engine side of the front firewall.
  10. No carbon fiber, titanium or ceramic brake components are allowed.
  11. Any magnetic steel or cast iron, non-coated rotor allowed
  12. One (1) air duct per wheel may be used for brake cooling.
  13. Maximum dimension of front brake air scoops is 3” (inches) by 8” (inches) when mounted to the front sub-frame or front bumper.
  14. If the brake scoops are not operational, they must be blocked off. Screens and air ducts, from the opening to the brakes.
  15. All scoops must be acceptable to the Shangri-La II Speedway Tech Officials.
  16. Brake fluid recirculating devices will not be permitted.

9.6 Coilover Rear Springs

  1. Coilover springs must steel and must be constructed with both coil ends closed and ground, type of springs including height and wire diameter is optional.
  2. One spring per wheel, Steel only.
  3. Spring rubbers are permitted and must be removed manually. No removal devices may extend out side the body of the car or be accessible in the driver’s compartment.

9.7 Coilover Front Springs

  1. Coilover springs must steel and must be constructed with both coil ends closed and ground, type of springs including height and wire diameter is optional.
  2. One spring per wheel, Steel only.
  3. Spring rubbers are permitted and must be removed manually. No removal devices may extend out side the body of the car or be accessible in the driver’s compartment.
  4. Coilover must mount to lower control arm.
  5. Strut bars will not be permitted for mounting of coilover.

9.8 Shocks

  1. All shocks and internal shock components are subject to approval by Shangri-La II Speedway Tech Officials.
  2. Coil over shock absorbers may be used. Shock absorbers and coilover shock and spring, by visual reference, must remain within the outline of the body and no holes can be cut in the outer body for the mounting of shocks.
  3. No shock with a published racers net price greater than $300.00 U.S. currency will be permitted. Any shock to be approved must be available to all competitors.
  4. Maximum of 1 shock absorber per wheel is permitted.
  5. No experimental shocks.
  6. External shock absorber reservoirs will not be permitted.
  7. Quick Disconnect shocks not permitted, shocks must be securely bolted.
  8. No in-car, electronic, or remote (cockpit) adjustable shocks are permitted.
  9. External Schrader valves to pressurize shocks with nitrogen are permitted

9.9 Sway Bars

  1. Only magnetic steel front sway bars are permitted. Rear sway bars (anti-roll bars) will not be permitted.

9.10 A-Frames & Lower Control Arms

  1. Upper A-Frames and Lower Control Arms must be acceptable to the Shangri-La II Speedway Tech Officials.
  2. Independent front suspension is mandatory with articulating upper and lower control arms.
  3. When attaching upper control arms to the mounting plate, only standard type castor/camber shims or washers will be permitted.
  4. Ball joint type is optional. Mono balls are allowed.

9.11 Spindles, Wheel Bearings & Hubs

  1. Heavy-duty magnetic steel spindles and wheel bearings are compulsory.
  2. Aluminum or magnetic steel hubs are permitted.
  3. The front spindles must be attached to the frame using steel cables and be secured in a manner acceptable to the Shangri-La II Speedway Tech Officials.
